ARTICLE
I
MEMBERSHIP
Section 1
- Applicants shall be admitted to this organization only if he
possess and passed the following requirements:
a.
He must be in good health.
b.
He must be law-abiding citizen and must not have been convicted of
any crime involving moral turpitude.
c.
He must earn at least eighteen units (18) in college or a first
year college students equivalent enrolled currently.
d.
He must be sixteen years old (16) and above.
e.
He must show evidence of love for community service.
f.
He must pledge to adapt the standard and obey the rules and
regulations of the organization.
Section 2
- Applicants for membership must pass the screening prescribed and
administered by the committee on membership, after which the names of the
successful applicants shall be voted upon during the acceptance ritual
only.
Section 3
- Members of this organization is entitled to all rights and
privileges accruing there to subject to the condition that rules and
regulation governing the society are complied with. However, inactive
members shall not enjoy the same rights and privileges of active members.
Section 4
- All members of this organization shall be active. Members shall
be granted the privilege of inactivity unless he is in school or have
graduated already.
Section 5
- Honorary membership shall be conferred only upon the approach of
the majority. Statement of the reasons for recommendation must be
submitted to committee on membership and will be forwarded to higher
authority of the organization.
Section 6
- Honorary member are entitled to some prescribed rights as will as
duties and obligation of regular members. Sort of identification must be
provided to support or establish their membership.
ARTICLE
II
FEES AND DUES
Section 1
- Each new member shall pay a membership fee of FIVE PESOS
only (P. 5.00), to be paid before the acceptance ritual.
Section 2
- Each member shall pay a semestral fee of TEN PESOS only
(P. 10.00) to be paid any day during the second month of every semester.
Section 3
- Special assessment may be levied at any time for the expense of
any promotion or activity of the organization.
Section 4
- Any failure on the payment of the dues on schedule, the majority
of the members has the right to decide on the case thereof.
Section 5
- Honorary members may donate anything, in kind or in cash to the
chapters.
Section 6
- All payments shall go to the standing funds of the chapter.
However, the chapter is required to send TEN PESOS (P 10.00) to the
District Ruling Body and FIVE PESOS (P 5.00) to the National
Executive Board for its operational.
Section 7
- Any failure on the part of the chapter to pay the dues on
schedule to the District Ruling Body and National Executive Board, the
officers and members of the two ruling bodies has the right to decide
separately on the case thereof.
Section 8
- If necessity arises, the National Executive Board and the
District Ruling Body shall furnish financial report to the different
chapter of the organization.
ARTICLE
III
NATIONAL EXECUTIVE BOARD
Section 1
- The National Executive Board shall be the law making body of the
entire organization. She shall have the control and supervision of the
whole organization.
Section 2
- The National Executive Board, with the assistance of the National
Advisory Staff is empowered to settle conflicts or misunderstanding
between chapters through the recommendation of the District Ruling Body.
Section 3
- Production and dissemination of all legal papers of the
organization shall be originally produced by the National Executive Board
and duplication shall be done directly by chapter or through the District
Ruling Body. Any alteration of the said papers shall be dealt with
accordingly.
Section 4
- Recognition of chapters shall be done by the National Executive
Board through the District Ruling Body on first come, first serve basis.
Section 5
- The National Executive Board, with the assistance of the National
Advisory Staff, shall assist and take action for the entire organization
in case a legal problem arises.
Section 6
- It shall be the duty of the National Executive Board to
formulate, accept approve, and send National plans from and to the
respective chapters through the District Ruling Body.
Section 7
- The National Executive Board can alter the scheduled convention
or conference of the organization if in case a serious problem arises.
ARTICLE
IV
NATIONAL ADVISORY STAFF
Section 1
- The National Advisory Staff shall assist the National Executive
Board.
Section 2
- The National Advisory Staff shall also assist the National
Executive Board in settling conflicts and misunderstanding between
chapters.
Section 3
- The National Advisory Staff shall also assist the National
Executive Board in assisting and giving action for the entire organization
in case legal problem arises.
Section 4
- The National Advisory Staff has the right to recommend to the
National Executive Board, upon the recommendation of other chapters, in
case violations to the Constitution and By-laws is found.
ARTICLE
V
DISTRICT RULING BODY
Section1
- The District Ruling Body shall exercise the control and
supervision of all chapters within its jurisdiction.
Section 2
- The District Ruling Body, with the Assistance of the Regional
Advisory Staff, is empowered to settle conflicts and misunderstanding
between chapters within their district and recommend to the National
Executive Board to look into serious cases beyond solution within their
respective districts.
Section 3
- It shall be the duty of the District Ruling Body to send
semestral reports to the National Executive Board pertaining to the affair
and activities of all chapters within their district.
Section 4
- It shall be the duty of the District Ruling Body to see to it
that rules and regulations are properly observed by the chapter within
their jurisdiction.
Section 5
- The District Ruling Body, with the assistance of the Regional
Advisory Staff, has the power to recommend to the National Executive Board
thru the National Advisory Staff the recognition of chapters.
ARTICLE
VI
REGIONAL ADVISORY STAFF
Section 1
- The Regional Advisory Staff has the power to advise the District
Ruling Body.
Section 2
- The Regional Advisory Staff shall assist the District Ruling Body
in settling conflicts and misunderstanding between chapters under its
jurisdiction.
Section 3
- The Regional Advisory Staff shall assist the District Ruling Body
in taking actions for the organization within its jurisdiction in case
legal problems arises.
Section 4
- The Regional Advisory Staff has the right to recommend to the
National Executive Board thru the National Advisory Staff, the recognition
of chapters in case the District Ruling Body is not existing.
Section 5
- The Regional Advisory Staff has the right to check the District
Ruling Body upon the recommendation of other chapters within its
jurisdiction in case violations to the Constitution and By-laws of the
organization are found.
ARTICLE
VII
CHAPTER PRIVY COUNCIL
Section 1
- Each chapter is under the control of the Chapter Privy Council.
Section 2
- The Chapter Privy Council is empowered to settle and take action
on conflicts and misunderstanding between members of her chapter or seek
assistance of the District Ruling Body, or the Regional Advisory Staff in
case there is no District Ruling Body.
Section 3
- It shall be the duty of the Chapter Privy Council to send
semestral report, including membership, to the District Ruling Body, or to
the National Executive Board for the districts without ruling body.
Section 4
- It shall be the duty of the Chapter Privy Council to work for the
recognition in their respective schools where the
chapter exist.
Section 5 - It shall be the duty of the Chapter Privy Council to
reproduce all legal papers and documents of the organization provided that
the original copy will come from the National Executive Board thru the
district Ruling Body.
Section 6
- It shall be the duty of the Chapter Privy Council to furnish
official travel documents to any delegation from the chapter for official
business trips.
Section 7
- The officers of the Chapter Privy Council and their respective
functions are;
a.
Grand
Megan / Most Eminent Megan
shall be the chief executive in every chapter. As such it shall be his
duty to exercise in conformity with the rules and regulations profound
herein; a general supervision over all members relative to the
affairs/activities thereof. As presiding officer of all meetings, he shall
have no vote except in case of tie. He shall also supervise in the
discharge of official duties of his subordinates, his power to call
special meetings. He lends assistance and gives support to the brother
Exchequer/Sister Keeper of the Purse in the collection of dues,
contributions, fines and others.
b.
1st
Vice Grand Megan / 1st Eminent Megan shall take the place of the Grand Megan/Most
Eminent Megan and perform all duties thereon in case of vacancy. As such,
he serves as the director of membership and organization.
c.
2nd
Vice Grand Megan / 2nd Eminent Megan shall take the place of the 1st Grand
Megan / 1st Eminent Megan and perform all duties thereon in
case of vacancy. As such, he serves as the Director of Programs and
Activities, and makes advance planning on activities related thereat.
d.
Brother
/ Sister Keeper of the Scroll
shall keep the minutes of all meetings of the chapter, records of
membership and performs such related functions as the Grand Megan/Most
Eminent Megan may direct from time to time.
e.
Brother
Exchequer / Sister Keeper of the Purse shall take charge of funds, receipts and custody of revenues. It is
his duty to render an accounts to the financial effects of the
chapter whenever required by the Grand Megan / Most Eminent Megan.
f.
Brother
Examiner of Accounts / Sister Controller of Accounts shall exercise his auditing power of all
properties and accounts of the society at anytime he deems it proper and
in urgent cases during night time and perform other related function. As
budget officer, he presents annual budget to the Chapter Privy Council. As
such, he serves as the Director of Standards and Awards.
g.
Brother
/ Sister Entrepreneur acts as the social manager and makes proclamation and officiate in
tournaments. As such, as he serves as the Director of the Games and
Amusements.
h.
Brother
/ Sister Keeper of the Sword
shall serves as the Chairman of the Screening Committee of Applicants
of this chapter. As such, he shall see to it that the requirements for
membership are satisfactory meet.
i.
Brother
Chronicler / Sister Megan of the Press shall act as the Press Release Office of his chapter and be
responsible for the advertisement and may cause release of any
achievements or undertakings legitimately sanctioned by the chapter.
j.
Brother
/ Sister Keeper of the Keys
- makes the necessary custody of all properties owned by the chapter.
ARTICLE
VIII
RESIGNATION, SUSPENSION & EXPULSION
Section 1
- No member is allowed to withdraw or resign from the organization
without justifiable cause.
Section 2
- A member is automatically expelled upon conviction of final
judgment in court with crime involving moral turpitude. However, if false
accusations are made wherein a member, while rendering his official duties
becomes a victim of injustice, he shall be supported by the organization
legally, morally, and financially in order to establish his constitutional
rights in accordance with the law.
Section 3 A member recommended for suspension or
expulsion shall be allowed a personal hearing before the membership and
shall have the right to choose from among the members within the chapter
for his council. However, no professional legal counsel is allowed to
interfere.
Section 4 Length of suspension of a member shall not be
less than two months but not to exceed three years.
ARTICLE
IX
FUNDS & DISBURSEMENTS
Section 1 -
All funds accruing to the organization shall be deposited by the
Brother Exchequer / Sister Keeper of the Purse in a reputable bank in the
name of the organization, and no disbursement shall be made there for
unless for an account duly approved by the organization and signed by the
Grand Megan/Most Eminent Megan and the Brother Exchequer/Sister Keeper of
the Purse.
Section 2
- All officers or members shall receive no compensation.
Representatives for official business transactions shall receive
appropriate allowances budgeted accordingly to the nature of activity.
ARTICLE
X
COMMITTEES
Section 1
- The Grand Megan/Most Eminent Megan, with the approval of the
members may create the following committees;
a.
FINANCE - shall be responsible for determining ways and means to
the financing any activity and projects.
b.
PROJECT - shall be responsible for the initiation and
implementation of the project.
c.
MEMBERSHIP shall be responsible over all matters pertaining to
the admission of the applicants.
d.
SCREENING execute the possible matters created by the
membership committee pertaining to the admission of applicants.
